Attorney General William Tong argued that Iberdrola’s acquisition of the 18.4 percent of stock that It didn’t already own amounted to a change in control. Under state law, Tong said PURA must approve changes in control of utilities. 
Iberdrola said it completed the merger and minority stock purchase after getting approval from the Federal Energy Regulatory Commission
