(AP Photo/Julio Cortez) High pressure over western portions of New York and Pennsylvania will bring sunshine and breezy conditions on Monday with high temperatures in the 40s, which is five to 10 degrees below normal. It will be clear and cold overnight, then morning sunshine will give way to increasing and thickening cloudiness on Tuesday. A storm system will spread rain and snow across the state Tuesday night with little or no snow accumulation in the lower elevations, but the higher elevations of Litchfield County could have an inch or so. Periods of rain and rather cool on Wednesday.
